Cookies doesn't take much space. I think you mean the temporary internet files.
Making more space on your hard drive only speeds up if its almost full. So if this is the case then yes you are advised to empty more space.
Otherwise it doesn't matter how full your hard drisk is.

20+ years experience here.
The answer is Yes.
Purchase Fix It Utilities 7. This is the industries BEST utility software of its kind (Norton Systemworks is the main competitor here, with HUGE, inneffective, and overpriced programs that will not do half as well as Fix It in the performance category.)
The FIVE Fix It Utility Features you care about:
#1: You need to clean up your system registry. Fix It Utilities 7 is the best in the industry for this. Run RegistryFixer.
#2: Run RegistryDefrag.
#3. Next is to run DiskFixer. This will ensure everything with your hard drive is right, and fix whatever isnt.
#4. Run JetDefrag. This will defragment much faster and better than the paltry version Microsoft gives to you in Windows.
#5 Run the Antispyware module.

If you are talking about the speed of your computer while surfing, you are correct.
instructions
Find tools
Internet options
Box opens Click delete in Browsing history and check delete files, click ok
All of your favorites will remain. but the addresses you used over and over again will be gone.
That's a good thing
Do this about once a month and your computer will be free from the slowskies

You can go into your c:/ drive (or whatever you have your hard drive named) and delete dead-end files. Sometimes when you un-install stuff, it doesn't delete all the files. If there is a file of a program that you dont use/uninstalled, just delete it. You can also run the disk de-fragmenter. That can take some time though

Perhaps somewhat, but you're more likely to find performance improvements by getting rid of extra processes that are running -- weatherbug, spyware, AIM launcher,
