okay but say that smoking cigarettes are legal, but marijuana is illegal, would barely legal be like smoking something half cigarette, half marijuana? where is the line drawn?

The law generally states what is illegal. So something that is 'barely' legal is generally something that is only scantly on the legal side of that law. Sometimes the term is used to describe something just exactly on the legal side of the line.

For example, if you were allowed to carry a kilogram of marijuana, and you had exactly that much in your pocket, it is only barely legal. If the speed limit is 55 mph, you are driving at that limit, then your driving is barely legal. If a young lady is not allowed to appear in a porn film until she is eighteen and films one on her eighteenth birthday, that that is barely legal.

Pretty straightforward, really.

ordinarily you probably wouldnt make a distinction between barely legal and legal (unless you're fixated with 18 year olds and porn which alot of people who've answered this question appear to be) however in some cases you might apply the term to an action which is morally reprehensible though technically legal, or perhaps even to legislation which is in the process of being changed.

Like if it is illegal to sleep wtih someone under 18, "barely legal" would be someone who just turned 18.

Nothing. Legal and illegal are, as you said, opposites. I don't think there are degrees of legality.
