Well.... you can do the quick tune up by changing all the spark plugs and oil. If you do this by yourself, you can do them for about 25 dollars.
Chances are, 10 year old vehicle will have LOTS of things that are bad, weak, or starting to show age. If you change them all, it will be more than the value of the car. You'll have to decide how much you want to spend, and get the car evaluated for estimates.
If you just want to do the typical "tune up" which replaces spark plugs, do the timing, and whatever is in the package, you can probably get by for about 100 dollars. There is no gurantee if it will improve anything.
When was the last time any maintenance was done? What was changed? What is your goal?
By the way, the cheapest way is to do it yourself.

A classical tune up on a '96 Explorer is impossible - it has no carburetor and an EDIS ignition instead of a distributor (at least for the V6, and I think that was around the time they took the distributor off the 5.0 too). The closest thing to a "tune-up" for the engine is to change the oil and filter, and replace the spark plugs and plug wires. There is nothing in the EDIS system that you can adjust or tune.
The biggest expense is likely to be the tires - they can set you back $500 for a set of good quality rubber. Brake jobs can be pretty reasonable; one chain around here advertises complete brake jobs for $100. With shocks, you're looking at $100 for parts alone, at a minimum. Some top of the line shocks can cost more than a hundred EACH, but you probably won't hit that price limit unless you want serious off road shocks.

A good minimum tune up would be a new distributor cap, rotor wires and plugs. Do not skimp on the wires. If you do not believe me sometime when its pitch dark out open your hood and watch the fireworks around the plug wires. Nowadays 30 - 40,000 volts of electricity is attempting to travel through the wires to the spark plugs all three items are a must. It's an easy job on your vehicle because the crankshaft faces foreword. Find an independent person in your phone book under auto repair or tune up not Goodyear or Firestone. Get an estimate. I think you should get out of this repair for $125.00 or less. I'd do it for nothing because I love cars for a hobby and I've done hundreds of these. As well as brake jobs. You're probably nowhere near up state NY.

Cheap..... well 6 sparkplugs $6, 8 for $8..... oilchange and filter $20, Spark Plug wires $20, Air Filter $10, fuel fileter - $5..... so roughly $60 if you do it yourself.
For brakes, Rotors - $30 each (need 4) 4 sets of brake pads $50.....so $170
Shocks, you can get 4 for $25 each, so $100
Tires - Good tires at P235X75X15 from $75 to $100 each..... so $300 - $400 for tires.....

first of all, shocks, brakes and tires are not part of a tune up... second.. don;t change them and you save all the money.
