Agree with the above, an auto recall may be recommended by the NHTSA, but it is done so on a volunteer basis by the Auto manufacturer.

When enough problems to warrant a recall are registered, the manufacturer will issue the recall. When problems arise with a manufacturer not wanting to recall they can be forced to by the NHTSA.

what's an agentcy? try spell check... and the DOT usually does recalls. google DOT or department of traffic and highway safety.
