In the early 17th century Catholics had few civil rights in England. George Calvert (Lord Baltimore) a prominent openly Catholic politician could not, because of his religion, hold public office in England. He thus turned to colonial ventures as a field for his talents, personal advancement, and to help his fellow Catholics. Maryland was founded as a result of his efforts as an English colony in which there would be religious toleration, that is, freedom of worship for both Protestants and Catholics.
