I have an older (2001) dell dimension desktop with SBC DSL connection via USB. My Dell doesnt have ethernet ports. I just bought an ativa router for a new laptop. Can I run the connection to the Dell via USB and to the new laptop via ethernet cord to the ativa router?

No, only trhe ethernet or USB connection will work at any one time. Its time to update your computer with an ethernet card. They only cost 10 dollars.

The easiest is to get a Ethernet card, they are really cheap, then you can hook up the stuff you want.

OR just go for a USB to Ethernet connector, then you can connect your computer to the USB and the 2Wire to the Ethernet and the other laptop.
