It could mean either depending on the question if it's something utterly tempting silence would mean yes if it's something so stupid like robbing a bank then silence would mean no. Or it could mean that I'm debating the pro's and con's and will give you an answer when I've decided. But usually silence is a sign of agreement

Silence is a means of avoiding an answer, so I would say if you decide on the persons opinion on said question by the persons silence, you are judging it by their body language, not the fact that they arn't speaking. If you are silent after someone asks a question, they will look to how your face is and the face you are making.
Sounds Phsyocological and Nerdy, but true.
