Live near a military base?
If so, check out rates in their base newspaper.
It' usually cheap. And, subscribers include both on base and off base personnel.
Also, look for your local Agency on Aging. They have a newsletter read by tons of seniors throughout the community. And, usually sell inexpensive ads.
Think of organizations in your area which offer newsletters.
Many have thousands of readers. Most sell ads.

Try to go around to apartment complexes and market your services to the management. You will probably get the business if your prices are good. Also try going to local businesses like financial offices or medical offices. Do you advertise on your car? You can also advertise free at www.craigslist.com. Offer discounts or coupons for people who refer additional business to you.
