This is a truly great question about a truly great hero facing a truly awful challenge. I don’t know whether Batman could keep operating as he has. He does have a number of options.
One is the bat gland serum developed by Kirk (Man-Bat) Langstrom. Man-Bat is able to navigate by sonar alone, and if he took it, Batman could do it as well. It works on Batman, because he has been shown to use it once, in emergency, in Brave and Bold.
Zatanna of the Justice League could restore his eyesight with her magic.
Green lantern (any of them) could give Batman a ring-generated set of goggles that would feed visual information right into the vision centers of his brain (a la Gordi, in Star Trek.)
Even if it turned out that he was unable to recover any degree of sight, Batman would never quit, never give up, never surrender. He would be a LOT more careful about picking a successor, than the last time (Azrael, when he was injured by Bane.) He might go to Dr. Mid-Night for training.

Well barring developing a "radar sense." like Daredevil I could see him:
1) Getting Shiva to train him in some sort of "blind man's" martial art where he could sense things.
2) Be like Oracle and have a "Bat Squad" do his work for him.
3) Still patrol and have a camera on him and have Robin advise him on how to move, "To your left Batman.
4) Have somebody else be Batman while he calls the shots (like in Batman Beyond).
5) Give up the cape and cowl and do more good through Wayne industries.

A mixture of the three. he would use technology oracle style to control his other senses. he would become a composite ironman/daredevil as he doesnt hav any higihtend abilities beyond normal stuff. being physically less able (remember daredevil is differently abled, this notion would leave batman dis-abled) he would recruit others as he has before.
think Kingdom Come more than a guru though

Batman would adapt and overcome. He could probably get ocular implants from StarLabs,or even find a successor ala Batman Beyond. However blindness would not stop the Dark Night Detective.

Well, Batgirl became Oracle because she was crippled, not blind, just clarifying.
Batman would continue on with his ability with the aid of his remaining senses, gadgets that would allow him to "see" his surroundings, or go for broke and dive into the Lazarus pit that Ra Al Gaul uses to heal himself.

Actually, he would probably have one of the more tech oriented people design a device to be fitten into his cowl that would feed fisual images directly into the visual portions of his brain, allowing him to "see".
In one of the cartoons series they actually did a story where he temporarlily lost his sight and had to rely on just such a device for a time, so we already know it COULD be done.

Even if he was blind he could still be Batman! He has great senses and could probably fight without his eyes! He is Batman after all!
