The Statue of Freedom is not a Native American woman.
There is the one reference to the N.A.s ----the fact that her helmet is topped with an eagle and feathers.
The rest of her wardrobe, features, etc is definitely not Native American. It is speculated that the reference was done, deliberately, to demonstrate unity with many tribes - it was done in the mid 1800s.
