I have some legacy hardware that doesn't work if assigned to processor 1 or 3 on a quad processer PC. Is there an API call that will let me assign it to run on 0 or 2 from inside my code?

Do you actually have a 4 separate processor system? Or 2 separate duo core processors?
The answer to your question is, you'd probably have to know assembly language to solve your request. If you know that a particular piece of hardware and or software is "misbehaving", it would probably be easier to replace it, nowadays!
