In early issues of the Elementals comic, the bad guys were shown doing horrible tortures to people in hopes that they might manifest super powers in the stress of the situation. The same thing has been used in fiction, to discover teleportation in The Stars My Destination.
I do not advocate this, the evil is evident. And, as Larry Niven has pointed out in his essay, The Theory and Practice of Teleportation, psychic teleportation either does not exist or it is notoriously unreliable. There have been too many people in deadly danger throughout history, and not enough of them have learned how to teleport away from it, under the stress of the moment, in time to save their lives. [That we have heard of.]
But—do you think it could work for other powers…? If there are people out there with undiscovered talents, mental or physical, what could bring them out?

In the comics, people who are not born with super powers (like Thor or Superman) or build them or train themselves to be super (like Batman or Iron Man) often get their powers by a ‘radiation accident’. [Also called the ‘Shazam hypothesis’ after the boy who supposedly developed super powers after being struck by lightning.]
Do you suppose it might actually be possible to develop an immunity to radiation or lightning after being exposed to it enough, in carefully-controlled, ever-increasing amounts? I think of the US park service ranger from West VA, who is in the Guinness book for having been struck by lightning seven times over a twenty year span of time (and bitten by rattlesnakes, twice!) Do you suppose he is more electricity-resistant than those who have not had their ‘metagene’ stimulated…?
Or, maybe he just didn’t get the RIGHT KIND of stimulation. How would we go about figuring out what was the right one for a given person?
