my parents live on a busy pedestrian thoroughfare in the west of england. they live in a town of a few thousand people, which is quite idyllic but for the problem of teenagers who regularly smash their car window or house window when walking past - the strike rate has increased to once every few weeks recently, and the vandalism is mindless in that nothing is ever stolen.
when confronted, these kids claim that they have nothing better to do, particularly since their youth club was shut down.
the local community is in despair at this sort of behaviour occurring widely on a nightly basis.
what can be done to stop the problem? and are the kids justified in their claim?
meetings of all local stakeholders, where the families of the troublemakers are invited and involved?
setting up stocks so that culprits can have eggs thrown at them?
a local community action plan?
closed circuit television cameras?

i think the club was closed due to lack of money or insurance. i also think there was some issue to do with insurance.
