It's how many ounces in weight the bat is, less the length. In other words, the bat is that many inches longer than it weighs in ounces.

Baseball bats are measured using their length to weight ratio, a negative number that represents how many ounces a bat weighs compared to it's length in inches. For example, a 32 inch bat that weighs 28 ounces is a - 4. The largest ratio is in the range of -12 (for little league bats), while college and high school bats are restricted to a - 3. These restrictions are for safety reasons - a college or high school player swinging a very light bat (- 4 +) would simply have too much power and could pose a danger to other players on the field.

The negative sign on the bat is the difference between the weight (in ounces) and the length of the bat (in inches). For example if a baseball bat is 32 inches long and it is a -3 then its weight will be 29 ounces.

That number actually shows the difference between the Length of the bat and the weight of the bat. For instance if the Length is 32 inches and the weight is 24 ounces then it is -8. Get it?
