I'm not 100% sure about this, but the networks may be required to carry the State of the Union ("...or whatever you want to call it," as our well-spoke President referred to it last year) because they are licensed by the Federal government.

If i were to guess, I would say opportunity. Everyone may not have the opportunity to see this or that network, plus ratings.

It would for me. It wouldn't be so hard finding a station it isn't on then.
