Chapped lips are the result of diminished moisture in the skin on and around the lips. It's a common condition and can be treated fairly simply (lip balm). In the winter, it's more of a problem because of the dry air and cold wind.

Lack of moisture usually in Winter. You need to keep them moisturized. Drink water and a good chap stick or lipstick if you are a woman to keep them moisturized.

Licking your lips outside in the cold, being in the cold, wind, etc.,
etc., etc., Like your skin take care of them, chapstick whatever
you feel comfortable with. Anytime your out doors!

some people are prone to this as my grandkid is. when its dry and not moist around its horrible and it can help if you buy good chap stick and keep it on hand.
