Depends on what you do with the bag when you are done.
If you throw it away, it doesn't matter which - both are biodegradable these days and paper doesn't have a speed advantage - its not exposed to the same elements that make it break down quickly when its in a landfill.
Since most people throw both kinds of bags away, the disposal aspect isn't really different enough to matter.
However, plastics are usually made from petroleum in some part of the process, paper, far less so.
That said, it seems wasteful of a valuable and limited natural resource (petroleum) to make plastic to perform a function other things (like paper) can do.
Just heard today that only 1/6th of a barrel of petroleum goes to producing fuel. The rest goes to making things like plastic and other products.
The model T ford had hemp based plastics and ran on hemp based fuel. What a step forward we have taken when it comes to conservation and renewable energy when something as simple as a weed is banned because Big Oil companies would loose business. Yeah, THAT'S progress! LOL

Paper. Trees are a renewable resource, the materials for plastics (like fossil fuels) are not.

paper ...I hate those ******* trees cleaning the air for us.
But mostly cause I heard its more environmentally sound and can be recycled more easily.
