I have a baby betta who's name is Star not Ruby but Star. Anyway I removed her from other fish so that she could ge better she has ick if you dont know that by now, but now I see what stuff floating on the top of her water and she looks and swims healthier and I dont know if it is strange but know she sleeps up top to the wather and stays at that spot is that odd for a betta to do that but she swims alround the tank and goes back to the same spot. can anyone tell me what is wrong besides ick and what is the white stuff that floats at the top of her tank please tell me I doing everything right to my baby girl and I dont want her to die please help and give me some good answer on the questions I just asked

It is most likely a bacteria, that can be treated with an antibiotic found at your local fish store( Petsmart) This antibiotic can be bought over the counter.
You might also try changing the fish water. Make sure when you do though to have the water at the same temp as the older water.
Also you may have a shell or other decoration in the tank that is dissolving in the water making the white appear at the top. You may want to take out your decorations.

Assuming she actually has ick, characterized by whitish colored "spots" that can show up anywhere on the body you should treat her with ick medication that you can purchase OTC at any pet shop, wal mart, etc. As far as the fact that she seems to be staying at the top of the water is not necessarily a cause for alarm as they do tend to linger up there and then blow bubbles in order to create a nest. Is it possible that you are seeing the "bubbles" on the surface of the water. If that is the case it's not a problem. Also, if she has ick don't let her water get too cold. That really aggravates the disease. Good luck :)

how big of a tank did you move her to?...no less than 1g. How often are you changing the water? Ich is preventable by frequent water change (healther for fish also).

is it clear fuzzy stuff like transparent cotton? it could be dead bacteria if you recently treated the water. you can get it out with a turkey baster easily. water changes daily are best while you are treating your fish. is she blowing bubbles? a lot of times they hang out at the top and blow bubbles. if you have a filter the bubbles might be moving across the tank and not where she is blowing them.
