Marion Barry (the former mayor of Washington DC)
there is no close second.
This guy was SMOKING crack while he was in office.
Days before the 'incident' he was photographed in a 'SAY NO TO DRUGS' t-shirt!
After all of these years I have still not seen anyone who can compare to that (although mark Foley gets an honorable mention)

it depends on your political views.
Do you consider bad as in recieving sexual favors in the oval office ?
Do you consider bad as in inacting a war that has no soon end?
hmm.....things to ponder for sure.....Honestly I think this list would be more difficult for me to name if you asked me to name some really GOOD politicians. I think they (those who truley care for the people and dont have their own agenda) are scarce.

Take a roster of all the Senators and House members, pin it to your wall and start throwing darts at the list, you'll find them. It would be harder to find some really good politicians than the bad ones.

Nancy Lieber (D) - the 45 year old California representative who has never been married, never had children, yet claims to be an expert on child rearing. She is attempting to introduce a spanking ban on children 3 and under, which would be a misdemeanor punishable by up to a year in jail.
I agree abusers need to be locked up, but the government has no business telling people how to raise their kids.
