DONT BUY CHEAP RIMS! If you are a person who likes to change the rims on your car every 6-12 months, then buy a cheap set. If you plan on keeping the same set of rims on your car for 4 years, dont skimp out. you want to buy from a reputible manufacturer. (Rays engineering, enkei, HRE, 5igen, etc). Next, you dont just want to buy 4. if you damage a wheel, and you cannot find a replacment, driving around with a different sized stock wheel will hurt the steering/suspension. If you end up buying a multi peice wheel, i would buy at least 1 extra rim, otherwise buy 5 wheels. Maintenance is another factor. Ive owned 4 sets of custom wheels in the last 7 years (3 different cars), and chrome/polished looks nice, but they are a ***** to keep clean. I ended up powder coating a set of enkeis, and besides being different then everyone else, they are a peice of cake to clean.
So a decent set of 4yr min rim life, with tires should cost around $1500-$2000.
Now tint can vary from $100-$1000. Its actually quite easy to do yourself. Im not sure if the colbalt has it, but alot of manufacturers make pre cut tint. However, i would recommend you have the rear window tinted by the pros. I tried to do it numerous times, but i could never get the airbubbles out of it. The 4 side windows cost $20 to do myself. The rear was $75 by the pros.
Also, if you decide to just let the pros do it, besure to tell them you want a single peice rear. a 2 peice rear will drive you nuts, because you will see that edge.
So a 4 door car with a 1 peice rear with limo tint should cost around $250-350.

a decent pair of rims is about 1,000 dollars total and a tint can cost 100-400 for a good job
