In the current movies it is. In the Batman TV series with Adam West it was not. I do not know about the comics.

In Tim Burton's Batman movie, Batman takes a shot straight to the chest at point blank range. It knocks him down but the bullet did not penetrate the suit.

In the latest Batman movie, Batman Begins, Bruce Wayne is talking to Lucius Fox. Wayne asks if the survival suit is bullet proof and Fox replies, "Anything but a straight shot".

I remember in the Adam West Batman TV show, a scene where Batman and Robin are moving toward a machine gun and using a shield made of some sort of bullet proof plastic that was shaped like a bat. Of course, that TV show had the best stuff in it.

If I remember right in Frank Miller's Dark Knight, Batman takes a direct shot to the "Bat Emblem" on his chest, Underneath he has on Kevlar and he comments that, this is the reason he wears a big target on his chest.

So in the Frank Miller comics Yes
In the rest I don't think so

This also reminds me of the old joke, that Batman does not need a bullet proof costume. He dresses Robin in a bright yellow, red and green costume so he makes an easier target: Robin the Boy Target

Batman because he always finds his enemies physical and mental weaknesses. And Batman will always do whatever is necessary to get his desired results. While Black Panther is stronger and faster, I just don't think he would be able to think fast enough during the fight to predict his opponents next move, while Batman would be thinking five steps ahead. I mean, come on, it's Batman!

Not according to the comics. In Dark Knight Returns, he is crossing a tightrope between the (then, still-standing) World Trade Center towers. Two-Face shoots him in the chest, hitting him right on the big Bat-symbol with the yellow moon around it.

Batman’s thought’s: “The plate holds. Why do you THINK I wear a target on my chest? …can’t armor my head…!”

So he wears a target on his chest to make sure that bad guys shot at the plate, not at his head. The rest of the costume is light for ease of movement.

It's bullet resistant. The yellow logo on the chest was originally made as a target so when people shoot him they'll focus on it instead of his face. The chest part can better take the bullets.

No His costume isn't but his cape is its made from an iron alloy but it is fabricated so it shields him from bullets and reduces the affects from explosions. That's why you see him shield himself with his cape all the time.
