he is being left out because if their is a terrorist attack he will be the president.

the only senator in the line of succession is the president pro tempore of the senate, aka the senate majority leader; and he will most likely be there.

the line of succession is:
vp
speaker of the house
senate majority leader
secretary of state...and on through the cabinet members in order of the creation of the cabinet post.

there is a constitutional question about the line of succession though. if the vp, speaker of the house, and the senate majority leader along with the president are killed the next person in line is the sec. of state.

however, if there are at least two house members alive they can vote in a new speaker.

the question is can the new speaker take the presidency if the sec. of state hasnt yet? because of this there are always two house members kept in a safe location durring the state of the union address in addition to the one cabinet member.

who these two reps are this year...i dont know.

i would not say that he could be "stealing" it in spite of if he made it a imperative concern, however i'm no longer able to think of why he might attempt to besides. Bush is on his final term, he would not income in any respect from counteracting her place; he won't be working against her in an election. This same set up in 2004, then ya, it could be obtainable. yet because it stands, there could be no benefit to Bush having a leg up on Hilary. She is fullyyt a Senator, and it could be a waste of his time. So no.

Not a Senaror, a cabinet menber. It rotates among the "lesser" cabinet positions. I don't know whose turn it is.
