You mean "astronomy" not "astrology" - it's a common mistake.

If something is in the west, it is setting. The New Moon rises about when the Sun rises, and sets about when the Sun sets. So if the New Moon is setting, it is sunset, somewhere around 6pm (depending on the time of year, of course).

The Full Moon rises when the Sun sets and sets when the Sun rises. If we see anything in the east, it is rising. So again, we're at sunset.

Your question is in "Astronomy" and it is all right, but then you ask about astrology ? which is very different.There is a confusion there between the two.
I understand that astronomy, the study of the sky and the universe started to record what they saw a very long time ago in India and China. Astrology is a far fetch branch studying the progression of the stars in heavens, only in our solar system and the ecliptic (Zodiac), and their application to the human life according to their date of birth. Astrology also comes from India.
One comes from the other and the way I see it they are parallel, but they surely hate each other. Sorry. Cheers.

First of all, it's ASTRONOMY.

A new moon is when the moon is between the sun and the earth - so it rises and sets the same time the sun does. That should help you answer the questions.

You mean, there is a college or university that actually has "astrology" as one of it's majors?????

Astrology has absolutely NOTHING TO DO WITH astronomy. Ask this question on Mythology and Folklore
