Need to give more details! However your neighbour has the same rights as you, so stand up for what you believe/have/want and don't let anyone put you down.

Hmm. Use your imagination. Let all the tyres down on his car. Kill his dog / cat / family. Burn his house down. Conversely you could call the rozzers, and if they won't get involved, if it's a council property, get the council involved and have them moved cos they're harassing you.
It's all a question of degrees. We need to know how you're being bullied. Why not take a 5hit on his front doorstep and pretned it must have ben a dog. Much funnier. A variation is to 5hit in a bag, and place the bag on his doorstep. Set light to the bag and ring the bell. Hopefully he will come out andsee the bag now aflame, step on it to put it out.

Bully him right back.
Bully's are cowards give him loads of mouth and filthy looks make him believe you mean what you say.
Hope he backs down
Don't ever act like a victim because that's what bully's get off on.
When he sees you are not intimidated by him he will pick on someone else.

Stand up to them,if they think you're intimidated it will get worse.Chat to your other neighbours try to find out if they also have the same problem.

make a diary of his behaviour and report him to the police, they may give him a asbo or a slap on the wrists, or my favourite way, buy a chainsaw a petrol one, one that looks big but is light enough to wave round your head, then, wait untill 3 in the morning and stand in his back yard reving it while laughing, maybe chop a tree or somehting down to really put the icing on the cake.

By a bully I presume you mean he intimdates you? I suggest one of two tactics
1. Throw a party for your mates. Real loud, spilling into the garden. Piss him off and make sure he know you have mates
2. You know his name, you know his address. Get filling out forms for built up shoe and penis enlargement catalogues and get them sent to him. How about incontinence pants. Anything like that, competitions, junk mail. Put his name and address on it and get it sent

call the police on them and see if that helps you out. but make sure you have the bully on tape as to what they are doing to you and your family. and that way the police can tell them that they have evidence on them. or you could just up and move if you do not own the house your living in .
