If you are looking to turn a cotton like muslin into a polished cotton finish, I'd go with the spray starch each time you launder.
If you are looking to use the fabric in an 'art' piece, you can use liquid starch as a stiffener and when it is dry spray wiht a high luster clear acrylic paint.

I've sewn for many years, and have never heard of such a thing. You should buy a fabric that already has a sheen. There is a fabric paint that you could apply to certain areas to give it some shine IE:to outline a flower. Look in the fabric paint section of your craft store. It comes in a plastic bottle with a pointed tip.
