Absolutely! You are limited only by making sure that everything "goes." It doesn't need to match exactly, but it does need to look good together. Don't wear black boots with a brown shirt, for example, and make sure your boots match any belt you might wear.

As far as colors for the shirt, I would pick that out and THEN select the tights. It's impossible to say what color shirt you should wear without seeing the color of the boots, the shade of the denim skirt, your skin, hair, and eye coloring, your body type, etc. And most any shirt would work - a tunic, a tee-shirt, a sweater, a button-down shirt - it completely depends on the look you are going for (casual? punk? hip? dressy? a club look?). However, as a guideline your shirt should be a little less revealing, since you are wearing boots with a short skirt. Whether that means it's a little looser, a little higher cut, a little longer, etc., is up to you, but generally you should make the focus on one part of your body at a time - in this case you are showcasing your legs. Since you are wearing tights, though, it's not as flashy or as revealing as just the skirt and boots would be, so it's okay to go a little crazy in the shirt.

Once you know the shirt, you can pick out a pair of tights that compliments it.

I do this all the time. I want to look cute but it's so damn cold. Dark denim mini skirt with black tights and black knee high boots are really cute.

the colour t-shirt can be veried: the best are -
black - too dark (but common)
white - too plain (but safe)
pink - too girly (but lovelly)

If the boots are black, I would wear a cute plaid skirt with it. and some tights, or fishnets. that would look cute and my Boyfriends loves this out fit!

Yes, you can. It depends on the color of the tights for the shirt. If it is black, you can wear any color. If it is any other color, I suggest wearing a shirt with that color in it.
