you could try monster.com, wear pins to advertise that you're recruiting and what you're recruiting for.

oh, and you might look specifically for people fresh out of the military that were in the IT field, they'll be anxious to find a job like that and they'll have experience in the field as well

I recruit only in my local market, so many of my candidates have been found primarily through networking. Good luck!

colleges, universities, trade schools, on-line classifieds, You can even recruite by calling H.R. in other large IT companies. Their usually happy to share your information with their surplus of candidates. I did.
