The Second Punic War was fought between Rome and Carthage. Scipio was one Roman General; Hannibal was the major Carthaginian general. I am unclear as to what you mean by a Roman Carthaginian general as there was no civil war within Carthage, and therefore no pro-Roman allied forces within that state.
