Are you sure you dont need a new graphics card with the pixel shader and the vertex shader on it, i bought a Radeon 9550 for £38 with both these using version 2.0.

You can't download it, its a graphics card feature. The only way to get it is to buy a card that supports it.
If I remember correctly, the Geforce 5-series cards and newer support it and any ATi card released after the 9800 pro.
