This is a question we don't know the answer to and will never find. There are five seasons of Sailor Moon, Original, R, S, SuperS, and StarS. The Starlights/Three Lights appear in the last season, StarS, and leave at the end (presumably to their home planet of Kinmoku, which was ruined). Since there is no 'official' manga/anime/live-action/musicals after this time period, we have no way to know if they come back to Earth or not.
Also, the seiyuu, or voice actress, of Sailor Star Fighter/Seiya Kou passed away of leukemia, so they wouldn't be able to make a new season. Also, it's been 15 years since Bishoujo Senshi Sailor Moon first aired on TV in Japan, so...

Well, Sailor Moon Sailor Stars was the last and final season of the sailor moon anime and was the storyline of the last volumes of the manga. When the Sailor Stars leave in both versions ,they don't come back and since the story ended, it ended with them gone, most likely to rebuild their planet.

I know this is answering a question with a question, but aren't the salior stars sailor scouts and there fore would return, or are we talkign about those things with metal-animal names that say they are Sailor- iron- monkey or whatever?
