It's about a kid who remembers his past:
His father took him to see a marching band when he was young, and he's going to die. He thinks that when you die, you live your fondest memory again, and that's his (the parade).

The album is about a young man dieing of cancer, his last moments alive, and his memories from life.
Welcome to the Black Parade is about the moment of his death.
Quoting Gerard;
"Death comes to each different person in different way, and is thought of in different ways. For this person 'The Patient', death comes to him in his fondest memory of his childhood which is of his father taking his to a parade in the city."

I assume it's about loss, death and destruction, life and the ability to overcome and move on. I think it's targeting soldiers that have died in various wars, or even ordinary people that die from disease etc. It's a subtle way of saying that you can throw a parade to cover up all the tragedy and strife that comes with war, destruction, world domination, disease etc. It's definitely politically motivated, it's a statement to the President and the Country, it's a statement of endurance and hope to the family's that lost their sons and daughters. It's a lyrical eulogy.
But - this is just my opinion.

it means to carry on or deal with your issues in a posititve way. that you need to get over things without being so hard on yourself. truly a great My Chem song.
i'm also gonna point out, i think it was the 2nd answer, said that it didn't have a meaning and it was just music. 1) all music has meaning. 2) after that they said that it went on about dealing with things, dude, that's a meaning. lol

i'm not sure, but i think it's about a guy who is about to die of cancer and goes to the black parade or something like that..
