Propaganda in general or propaganda in a specific time and place?
Read "1984" by George Orwell. Best book ever on Propaganda.

Propaganda is one of the worse things to write. You can start almost any where. To say things that are un-true and it mainly involves different Countries. Lies that will cause an un-rest amongst the countries involved. Propaganda starts wars. It causes lots of anguish to people who don't know the real truth. Tokyo Rose spread lots of Propaganda, during the Japanese war. She tried to make the American Soldiers, not to believe in their own country. Tokyo Rose would be a good subject to write about. She was the worse of the worse. Yet, until the day she died, she claimed to be innocent of any propaganda.

You could start with something like this: Propaganda, the systematic use of information designed to influence public opinion, has been used effectively to gain support for major changes in societal behavior. You might then discuss several uses of the subject. Perhaps a positive one, such as the anti-littering campaign. and a very negative one, such as the rise of the Nazi party.

Start first with a strong statement: "The meaning of 'propaganda' was changed by the sinister purposes to which it was put by 20th century totalitarian states." Then go on to define propaganda and explain how a once neutral word referring to the dissemination of information came, in English, to have overtones of falseness and manipulation.
