I know how to get to the settings by clicking properties but the resolution bar does not move, and the color is stuck at 16 bit as well I need 32 bit.

try restarting your computer in safe mode and then make the changes

Sounds like your video card has not been entirely set up properly. Is this the video card that came with the computer?
You may need to download/install an updated driver for the video card in order to take full advantage of its capabilities (i.e., be able to choose 32-bit color and a high resolution). This should be easily done at the computer manufacturer's website, or the video card manufacturer's website.

RIGHT CLICK ON DESKTOP AND GOTO SETTINGS CHANGE IT TO 1024 X 768 PIXELS
