I think that you should write back to your council and tell them exactly what you've told us in a certified letter.
Be nice about it. Let them know that children create noise. It's what they do best, and yours are not by any means excessive.
Let them know regular school hours and that you have no intention of adjusting to your neighbor below because such a request is unreasonable under the circumstances.

Who has told you that your children cannot make noise before 8.00 am and after 7.00 pm? That is the person you need to speak to and reason with.
Do you have laminate floors or stripped floorboards? You'd be surprised how loud things are below them! I know that you can get special underlay that blocks the sound.
Have you had a bad relationship with your neighbour in the past? Why not go and see her and try to sort it out. If you don't and she continues to complain that things will only worsen.

You haven't said where you live (State, city, country, etc). Your answer will change from place to place.
Having lived in an apt, with kids, might I kindly suggest that you teach your kids to be respectfully quiet from 7 pm until 8 am? Obviously that is tough for the toddler, but the 5 year old can indeed begin to learn to have an "indoor voice."
In addition, you need to provide a time and place for your kids to be loud. Obviously, the apt is not sound proof, so that might need to be at a park.
Perhaps you should be relocated to a place where everyone has kids?
And you can pray that your neighbor moves. That sometimes works.

dont worry about it hun.
the council needs at least 6 months of complaints about noise before the even start to investigate what is happening.
then it takes them at 3 months to get the ebivdence and another 6-12 months for it to go to court.

Thats ridiculous, expecting children that young not to make noise. Not making excessive noise I can understand, but the 18 month old one especially, do they not expect babies to cry????
I'd talk to the council and explain your side of it and see what they say

Truly I think that what is asked of you is somewhat unreasonable. My suggestion would be to speak to your council further on the situation, perhaps appearing at their next meeting. Plead your case out and explain it fully.

they have to have a noise abatement officer in down stairs to monitor the noise before they can issue with any letters.

write the council a letter to explain and tell your neighbour to go hang. inform her that children are supposed to make a noise and play. just cos her life is so crappy she has to look out for wat your doing dont mean to say that she can make yo uand your kids a misery. i would make them shout even more just to piss her off.
