This depends on your age, and the age of your siblings/relatives, and whether you fall into an exception. If you are an adult, and not subject to a provisional license, then yes, you can. If not, the DMV has the answers you need:

But the short answer to your question (if you are a minor):

Unless you are supervised by a licensed parent, guardian, or other licensed driver 25 years of age or older, or a certified driving instructor, you are not permitted for one year to:
1) Transport anyone under 20 years of age
2) Drive between 11 p.m. and 5 a.m.

Family members are not automatically an exception, however there are a few instances where transport of an IMMEDIATE family member is permitted or driving between 11 p.m. and 5 a.m. is permitted. These exceptions only apply when no other transportation is reasonably available. Please see the DMV link for the list of exceptions.
