I think the best way (assuming you have a computer using Windows) would be to click "Start" and then "Control Panel". Then click "Add or Remove Programs".
If you can find a version of "PowerPoint" or "Office" in the list of Currently Installed Programs, you should have PowerPoint installed. Looking for it in the list of "All Programs" may not really tell you if the program is installed or not. It might be installed, but the Programs menu items may have been deleted.

It shouldn't be too hard to find out. You can search for it with Windows XP's native search function (located on the Start menu.) Or you can look for it with Microsoft Desktop Search which has even better search functionality (I've included the hyperlink at the end of this response.)
Start > All Programs > Microsoft Office > See whether it lists 'Microsoft Office PowerPoint 2003'
If you don't have PowerPoint and you don't really want to empty your wallet for a copy you can download PowerPoint Viewer 2003 from the following web site (http://www.microsoft.com/downloads/details.aspx?familyid=428D5727-43AB-4F24-90B7-A94784AF71A4&displaylang=en) Viewer doesn't allow you to create or edit PowerPoint presentations, but it does allow you to view PowerPoint files (.ppt) that your friends or colleagues might e-mail you.
P.S. Windows Desktop Search - http://www.microsoft.com/windows/desktopsearch/
