I see you haven't gotten any "detailed information based on facts," as you requested. Perhaps that's because your question is asking for an opinion, and nobody has an opinion based on "detailed information" they have at their fingertips. In other words, no person whose professional life involves gathering statistics about casinos and gambling.

The question seems to indicate that you are talking "costs" other than economic ones, because legalized casinos are obviously money-makers. The house odds calculate that to a fine point. A casino makes money, believe me.

The "non-economic costs" would have to do with things of a moral nature, such as the "sin" of gambling. But a person who does not believe gambling is a sin will not respond to that. What's left is the idea that, since some people get addicted to gambling, no one should be permitted to gamble. That's like saying that since some people are obese, chocolate should be illegal.
