You maybe confusing 2 different formats. VCDs are videos that are made on CDs that can be viewed in a DVD player. I haven't heard of any devices that will convert VHS Tapes into VCDs without using a computer. You will need a capture card to capture the VHS video and then encode the captured video into a VCD compliant file for viewing.
