I am sick to death of people saying that - is there any truth is this?

Yes and no. Technically speaking, there's no such thing as "too cold to snow". On the other hand, you'll notice that it never snows on the coldest days of the year. This is because the coldest days are also the driest days.

To me this makes the most sense if you think about how cold it can get at night. If it's cloudy, the clouds act like a blanket, trapping in the (relative) warmth from the day. If it's clear, the heat can escape more easily, so the temperature can drop much lower than on a cloudy night, all other things being equal. And of course if it's clear, it won't snow!

So in a way the saying "it's too cold to snow" is kind of true, but it would be better phrased as "it's too dry to snow".

I doubt it, i has to be cold in order to snow otherwise it'd be rain! but my dad says this all the time anyway. I think its because often when it snows its not that freezing outside and people think that it has to be like that when it snows. The reason that it always seems warmer is because clouds cause insulation and its not as cold when it snows and rains etc because there is more heat being kept in the atmosphere. Also humidity often makes it "seem" not as cold. But i don't think there is any truth to this and peolpe are just saying that.

I answered something similar earlier. When it's really cold there are no clouds in the sky, no clouds no snow - but it isn't always like that!!
