can you unlock an earthlink treo650 to use on Cingular?

I want to know if I can unlock an earthlink treo 650 so i can use it with Cingular

No. The Earthlink Wireless (now Helio) version Treo 650 is CDMA. Cingular uses GSM. You'd need a GSM Treo 650 to be able to use it on Cingular as the other is technically incompatible with Cingular's network. Sorry!
