It had this guy who wanted to play his dixieland band record, and everytime he played it he was always thrown out.
I think it was a looney tune short, or it might be a droopy short im not sure

I remember that but cannot think of the title. I don't think it was a Looney Tunes short but wasn't there a flea in it that was the leader of a dixie land band that lived on the dog.
Okay - I did some research and it is a Droopy Cartoon - here is the description:
Dixieland Droopy is a short animated feature directed by Tex Avery from 1954. Although it is a Droopy cartoon the dog in it is named John Pettibone. A partly tongue-in-cheek explanation is that Droopy is an actor in this playing the role of John Pettibone. It concerns his love of Dixieland music and how it leads to his taking on a band of musical fleas.
The music is by Scott Bradley with parts of the Tiger Rag played.

It was for sure droopy. not sure of the name of it.
