Try checking the chain and the ball in the tank. That's the first and easiest problem it could be. Sometime the chain is too long and gets caught underthe flap. Usually if that happens the toilet doesn't fill, but it'll usually keep running too. Check that first, if it's that, than just hook the chain shorter. If it's not that than I hope someone else gives you the right answer... sorry! :)

It could also be the shut off valve if it has one, located at the lower left side of the toilet. The washer in them can pop loose from the water pressure and restrict the flow. You will need to cut off water obviously to change out the valve. I prefer the new 1/4 turn type shut off valves as they never have this problem. Be sure to see if it screws on or is a compression connection. If it screws on it is most likely a 3/8 size valve, but can also be a 1/2 inch size.

Sounds like you just need a new tank fill valve. You can pick one up almost anywhere for about $15. Easy to install, just follow the instructions carefully. Even a novice should be able to knock this out in less than 45 minutes. Good Luck

Bunch of things to check start with the kit that has the ballcock and all the other parts very easy to install turn water off at valve under tank drain water out of tank take the plastic nut off on underside of tank by fill valve after you remove all the guts don't tighten the nut to tight it will crack (plastic). If after that it still has to be turned on and off to fill you have a air lock buy a fitting called a hammer valve and install in the line to tank.If none of this work you have rust in your galvanized lines good luck

Sounds like the pressure shock from turning the water back on is enough to get the fill valve to open. Replace the fill valve. It is most likely sticking and needs that shock to open it.

verify the ball on the drift vavle interior the tank now and returned those get a small hollow in them and fill with water by the years which will make the ball to heavy the pop up and enable the valve try this is interest.if it is the case you ought to purchase a clean ball and replace it the previous one will screw off of the arm and purely screw the hot one on. If this is not the subject attempt a clean drift valve thoroughly you may get those for around ten to fifteen greenbacks.

It sounds like a problem with the water pressure. Have your plumber check it out.
