I live in the clearance racks at Macy's in the dress section. I have found gorgeous designer dresses for under $40 regularly.

DEB always has lots of dresses for pretty cheap. Anywhere from prom, evening gown, club, cocktail, and casual dresses. Or you can go to a dress/tuxedo shop and look and see if they have any discount discontinued dresses.
