b.) Lack of quality jobs for the less educated.
c.) Higher drop out rate in urban communities.
d.) greater proportion of poor.
e.) Higher incidents of prejudice.
f.) Welfare and welfare reform.
g.) Less role models or the wrong type of role models.
h.) Drugs and alcohol abuse.
i.) Broken families.
j.) Circle of violence and despair (hard to break)
