What is a great cartoon software?

I want to create a cartoon series with the least possible effort to make cartoon drawings in adaobe flash and move them frame by frame. I was wondering if there is a program out there were you create a character then u can just click move and it moves, or something kind of like that?

flash! its really good for that kinda stuff. I'm learning how to use it, its not that hard. Some online cartoons that use flash are like homestarrunner.com
