when he said mission accomplished he meant the mission was accomplished as in they took over Iraq. If you'll keep listening to the speech you'll notice he says that there is still alot of work to be done. That they still need to help build a new government, that we still need to train a new army and so on. But to answer your question no I don't think he will blurt out mission accomplished I think he won't spend the whole time dwelling on Iraq I think that he will talk about things like health care, immigration and other things of that nature. You can criticize Bush for a lot of things but you are off base when you accuse him of re-using platitudes.
He'll have something less sincere and more damaging ready for tonight.
I hear he has been getting some tips from Pete Rose on how to act contrite.

I actually think he'll start out somber and build up.. not quite, but almost admitting the things he has done wrong.. he'll even use the word mistakes.. and he'll build it up into a patriotic speech that commands confidence.. at least that's what I'd have him do if i were his speech writer.

He will only say that if they accidentally use the old TelePrompTer script from his infamous naval carrier landing. But really, it will only be a disaster. He will give us more of the same. He may try to package it a bit differently, but it will be the same old spin.
