It sounds like your rats have been severly scalded and the tail has been degloved. Both conditions are very serious and should not be taken lightly by anyone who answers your question.
You know that your rats need to see a vet asap, but I also know that this is something that you can't, or won't, do at this time, so I'm going to put down some links for you to help you understand the seriousness of their accidents, and some medical help that you might be able to provide for them at home.

You said you used hot water and that they were wet. The feet may swoll up just like a human hand after it burned. When a part of the body gets to hot (generally by friction) the body sends water to that points wich will swoll up. The losse of the tail can be explained by the fact that the body gets rid of permenantly damaged/burned parts (thats why you loose skin when you are in the sun for to long).
I would see a vet about it, you never know. But if you haven't got the money, wait a week or so. If it's only burned, it will repair itself although I'm not sure if the tail will regenerate itself.
Good luck!

perhaps you should get something to placed the rat in like a plastic cage, or a hamster ball. till then, take the rat to a vet. i have had a hamster with a damaged paw previously and my father and mom doesn't take it to a vet so i gave it a tiny tiny tiny little bit of a dozing pill (did the maths and ratio as to how a lot that is going to have in evaluation to an adults weight), and then I positioned the paw lower back in position and placed it in a sling. very last suggestion in case you may't take it to a vet. oh, you killed it, and the cat, ok, properly i wager even if works for you, props for putting it out of its misery if it become lack of life, yet i imagine the cat ought to've been spared.

The tail will heal, it won't grow back necessarily, but it will heal, as for their feet, just keep an eye on them, make sure they aren't chewing at them and there is no bleeding, the swelling will go down, it's a burn, so their bodies just need to run their time to heal, kind like us getting burned by hot water, just watch them carefully so they don't get infected, it they do, or they start bleeding, put a little peroxide on a Q-Tip and swab it, don't put any lotions or creams on it, a lot of them can harm them worse.

Heres what you need to do- borrow money from someone and take them to the vet. they've been burned. Have you ever burned yourself? Well imagine that, and then imagine not doing anything for the burn, not even putting cool water on it. You'd be in agonizing pain, the same kind of pain your rats are probably in right now. they're just going to get worse. Please find a way to take them to the vet. they need it desperately.

Surely wherever you are, there is some kind of charity which will help with veterinary care for those who can't afford it. In the UK it's the PDSA. Failing that, call a local animal rescue, or shelter who may be able to help.
Those poor rats need medical attention NOW. Be a responsible pet owner - get them seen to, regardless of what you have to go without in order to pay for it, or even if means signing them over to a rescue centre.
