Your question isn't all that clear. I think you want to know why it floods on start-up. Computer controlled. Check the coolant temperature sensor and connections. Then check the fuel pressure. Regulator could be failing. Then all that would be left would be a dribbling injector.

It is most likely your fuel regulator but there are a few other things on a honda that can cause this. But start buy replacing the cheap fuel regulator. Go from there. It could be something wrong with you ECU, but I doubt it. Just replace the regulator( they're cheap ) and see what happens

are you hitting the gas?your not suppose to hit the gas.maybe its the fuel pump regulator.

check air/fuel ratio. Check timing. adjust your distributor.
