Why does Child Protective Services return children back to the abuser and not check up on the children?

I have noticed that many children are returned after the parent takes a "few" classes (parenting, anger, etc). This does not mean the abuser is completely rehabilitated. So many innocent children are killed or badly injured (physical and emotional). These children should be monitored more closely than what they are.

You are totally correct that they should be monitored closely but we as a society don't properly fund our child welfare agencies so they can do so. That's where the problem is.
