answer1
have you ever had a certan pot you boiled water in and never washed it. If you had you would see build up on that pot.
The same is(could be) happening to your hw heater and lines, you flushed the tank but there is still build up in your lines
answer2
your supply valve going in the heater could be partally closed or blocked
to tell if its #1 or #2 open the drain to see if you have proper pressure. If you do, its not the supply valve.
Answer3
Instead of build up it could be that someone has used one to many reducers and that is constrecting the flow.

I see some of the responses say screens. But, you said cold water pressure is fine and I assume cold and hot come from the same faucet head. Right? If so, screens are not the problem. Hot water more readily or easily drops out deposits that will stick to your pipes which will reduce the flow through them. This problem takes place most often in the steel nipple and flex tubing that come out of the top of the water heater. Change the nipple and flex tubing. I do believe this will solve the problem. Good luck!

If your cold is fine and only the hot is lagging I would check the valve on top of the heater first. they are known to collect alot of sediment and some valves will be worse depending on the design. Some times if it is an old gate style valve they will freeze up in a restricted position. never the less, start here. corrosion in pipes can cause this too but unless they are old galvanized pipes thy usually wont collect enough junk to cause this.

Good advice on the screens, but if you have hard water it could be build up inide the pipes. If cleaning the screens doesnt work, and you have access to the pipes, leave the screens out and go around tapping on the pipes lightly. Any buildup might be dislodged and flow out the tap. If it doesnt fix, then you are looking at costly repairs.

try changing the screens on the faucets, as they are probably clogged with sediment after flushing the tank, then turning on the taps without removing the screens.some sediment always remains in suspension. good luck.

Check your pipe size on both, the hot and the cold side. Because I leaned in past, that pressure comes with bigger
pipes.
